Definitive means conclusive, final, ultimate, etc.,etc. It does not mean the best like you seem to think it does. They are saying there is nothing more coming after this.
Definitive means it's the best you get.. like Rayman Legends definitive is not definitive because longer loading, frame rate drops and compressed assets
In Dishonored's case you see no performance boost and textures are copy/paste from PC version without any added effects even though they claimed it was ''rematered''

You don't need it, but it's a first-person game and 60fps feels a lot better. It's not like the hardware can't handle it, an equivalent PC obviously can. I played it with a similar build a couple of weeks ago, no frame drops.
I bet that budget build drops to 30fps during heavy combat scenes. It's better to have constant framerate.
As I said, it doesn't. Played with a GTX 750 ti, 4GB ddr3 ram and an old Phenom II. No frame drops, everything maxed out. The game just isn't very demanding, low-res textures, outdated graphics all around. The artstyle does a great job of concealing it, however.
