I think the biggest problem about the Legion in New Vegas is that they never show anything that Caesar says it's so good about the Legion, it's all just dialogue.
I know it's because of Obsidian not having enough time, but they were able to show both the upsides and downsides of the NCR in the Mojave and that plays a lot into supporting them or not.

How about this then: the Legion is an existential threat to the NCR, and everyone knows it. Why can't the NCR muster a better force to fight? Why aren't the listening to the people who know what they're talking about? Why is the local command a politic position and not one based on merit?
