Casing should be more important. Right now stealth games basically just revolve around throwing you onto a map and then allowing to stealth as far as you want until you get detected and beat the shit out of everybody.

Loads of options to play with, different ways to get places, different weapons etc. Make it clear when you're actually undetectable.

AI is exploitable in every game. Any game without exploitable AI would be too difficult; especially in a stealth game because the moment you're caught you have to start over, or fight your way out which would make it not a stealth game.

if you're playing a stealth game not being caught is sort of the whole point
being spotted and getting away should increase the alert level globally and indefinitely, increasing the difficulty until you can do something to even the odds (like getting someone caught in your place, shutting down power and light, or impersonating an officer and pretending like you've been caught)

metal gear games are the only stealth games. fuck all that other shit. metal gear solid 2 let you play like a little bitch and headshot guys and watch cutscenes like splinter cell but if you play for rank like a real man its a totally different game where you need to think fast and operate smooth to get through the game as fast as possible.
the biggest problem with stealth games today is that there aren't any. stealth has just been turned into an optional feature that in action games that you have no incentive to use because it just makes them slower and less fun.
Hitman is still stealth. You fuck up your score if you go loud and most enemies can kill you so fast it's actually quite difficult to do the mission loud.
Mark of the Ninja was probably the last good stealth game released. Styx maybe.

stealth will always continue to be a failing genre as long as the guards have the IQ of an autistic dog, and no fucking guard in a top-security environment will do anything but go on full alert as soon as he as much as SPOTS an intruder, until at least half an hour passes. It's impossible to take stealth games seriously when the one thing they should be about, namely enemy awareness, is on the level of a NES game.

better AI would improve almost any game. It's just that stealth games usually have great level design but next to the shit AI it's like watching turds get pushed through a polished hallway.
i think Blacklist and MGS 5 do one thing well wich is controls and movements.
many old stealth games are hard because they are clunky to control and you move slow.
oh also, stealth games have this huge problem of becomming easier the further you get in the game.
MGS5 was fucking garbage because the game got easier and easier due to the new gear you researched.
if you try to forget this is suppose to be a stealth game, thats actually pretty neat.
at least a good amount of those kills are from the players creativity rather than fixed QTE kills.

It's not a stealth game if you're unable to realistically proceed without being spotted, and it's not a fun game if the AI is so remarkably good at spotting you and you are unable to make progress.
Do you get it? Do you understand? Intelligent AI and stealth gameplay do not mix. The amount of effort it would take to turn the AI into ridiculous progress walls is miniscule; and the amount of effort it would take to create unique and/or compelling ways to bypass that AI is enormous. If you improve the AI a little bit, you need to improve the core gameplay A LOT.
It's all fine and good to say you want the AI to improve, but you're completely ignoring what would have to change once the AI is improved.
In truth you just want a good stealth game. The mark of a good stealth game is good AI alongside good gameplay. Absent good gameplay, the improved AI would be wasted and nobody would enjoy the game.
Then stealth games will remain a disappointment for as long as they fail to bridge that gap. But you don't need truly intelligent AI, you just have to make it seem like they're smart. I'd rather they have cataracts than alzheimers.

Every improvement you make to their AI you would need an adequate way for the player to mitigate or control for that improvement or else the AI just feels cheap. Done properly this can allow you to specialize in a lot of different things to stop the guards from being a problem, but as I mentioned this amount of effort would be enormous. It's much easier to make the AI a little dumb and call it a day so your players can feel like they're getting somewhere in the game they paid for. Remember the atmosphere of games and the attention span of most people who play games right now. Difficult games that require a modicum of strategy or skill are few and far between. Gameplay elements are not becoming more complex. Everything is being dumbed down, shortened, and cut into bite-sized consumable pieces.

Honestly just remove manual saving. Make a death mean being sent to the beginning of the level so you can't just die or revert when you fuck up. Set up the environment/player equipment to allow for getaways. Perhaps give the player intel on the mission beforehand so that they can deduce which equipment would help them navigate/escape in the level.

Guards behave like idiots because otherwise the game would be unfair or even rely to hard on trial and error, not because the devs can't design AIs. An AI that is outsmarting the player often instead of being predictable would be frustrating for most players and make them avoid improvisation based on the things they know the guards will make for sure, leading to a stale experience in which the player can't play "pranks" on the guards because he would be heavily penalized for the smallest mistake.

No, you lose some hp in most games unless it's multiplayer. A stealth game is about avoid detection BUT one of the charms of a stealth game is also the trill of being detected and hiding away from the threat without being spotted and killed in the process. If you make the entire level/base become super alerted after you're spotted and then just increase the difficulty for every fuck up you're just making something that most players would just ignore and restart from the last check point instead of dealing with their mistake, in other words you're programming something that will be ignored for most people which is just a waste of development resources.
