Everything still runs like shit. All better hardware does is give developers more room to be lazy with optimization. I miss when graphical settings actually did shit. Now very low and ultra look and perform the same. Maybe "shadows" change performance if you're lucky.

For 1080p? go for a 1070 or vega 56(if you find any in stock)

for 1440p go for a 1080ti to get the full advance of a 144hz monitor

980Ti, 1070, Fury, Fury X are all good cards for this, it depends on what price you find them for.
