You could but it's a bad idea for several reasons. For starters you'd have no exposure because nobody visits or searches for personal websites anymore. Chances are you'll have a worse video player than YT or Vimeo. And probably the biggest problem is that video files are big so you'd have pretty high hosting costs if you did manage to draw a lot of viewers somehow.

There's also upsides though. Assuming your hosting provider is not a dick it's impossible to get your content taken down without taking you to court first. You'd also have more control over ad income.
