Also he just watched a close companion of several months get murdered right in front of him, held her corpse, and watched it float away into nothingness. Of course that causes a stronger reaction than your mother passing away while you were far from home doing military service years in the past.

He had a flashback of her telling him to fuck Aerith beforehand. In the Kalm flashback he checks her burning house and walks out devastated and then accuses Sephiroth of her death when he confronts him at the reactor.
He also tells Barret that he doesn't want to talk about her, although you can (and will) then choose to do so, indicating that it's painful subject for him.
All of it establishes Cloud as an orphan, who loved his dead mother. There's not much for this usual backstory, but it's still some time spent on the elaboration.
I really liked 'Cloud's Mam' by the way. They didn't represent her as a vibrant woman in Crisis Core, just like they got most characterizations wrong. Unfortunate.
Not in VII really. Just after it happens. Later he's the one, who says they should let her go, so she won't be stuck because of them. And at the very end thinking he'll meet her in the Promised Land.

Before Crisis story spoilers beware.
The Turks get into an ever escalating conflict with the company and become basically fugitives as the game continues. The Turks are only reinstated when seemingly everyone (especially the previous leadership), excluding Tseng, Reno and Rude are killed/assassinated while on a mission. They're no longer seen as a threat and the trio have shown loyalty. Truthfully the rest are in hiding, so the three remaining Turks and themselves can be safe, officially dead, but still in contact with Tseng if a need were to arise to gather. But mostly they just live their own lives in peace with false identities keeping their heads low.
The story grinding the Turks down in-between Shinra and Avalanche forces in a desperate situation is actually quite exciting.
