For me it's important that the gimmick doesn't try to get in my way, and in PCB you can somewhat control it or just let it work on its own. It's really nice.

I don't really mind Cirno but honestly having her as your favorite is just asking to be flamed.

It's just an combination of factors. Incredible atmosphere, great ost, fun patterns, a gimmick that adds a level of enjoyment and strategy without being overly centralizing, resource mechanics that are involved yet straight forward, and all the shots feel good. I struggle to think of anything but minor nitpicks that I dislike about it.
