Yeah, there's definitely no other factors there, like Skyrim being a really huge fucking game that basically changed the landscape - for worse, usually, but still - and Fallout 4 receiving very mixed reactions, even among casuals. Or Skyrim being out for a lot longer, or Elder Scrolls in general having a stronger modding scene than Fallout (despite overlap). It's definitely all paid mods.

well, as far as i remember, nu-fallouts modding community wasnt as big as community for oblivion and skyrim. 5-6 years ago there were hardly any good mods for FO3 or NV, but oblivion still was given some quality releases, even with people slowly transitioning towards modding skyrim.

The issue more along the lines of the era of 'shitty shovelware games', that is currently returning, where people churn out lots of garbage with pretty labels to get people to buy their minimum work product at a price where it isn't worth fighting against to get a refund. If you purchase some clothing, and instead of looking perfect like it does in it's screenshots and displays, in-game it's a clunky jagged bit of hot garbage with half of it clipping into the character, you just get ripped off for that $2 instead of wasting all your time.

Never played Oblivion, so idk, but I do see that no one (so far, hopefully that will change) has built a custom skeleton for FO4 to insert better body physics into the game, which is something I'd really like to see. And, even barring the better boob physics, I just want to see an 'enhanced camera' come to FO4, because while for me, first person is the only way to roll, disembodied hands just totally kill it.

I mean, the big 3 on there would indicate that it wasn't the first, but personally, I never played them, and I'm not sure I would unless they were in the format that 3, NV, 4 has been. Skyrim was my first Bethesda game, FO4 was my first fallout game, and even though I like NV WAAAAY better, I still go back to 4 because its a pretty game and there is a lot that can be done with it, even if the modding community hasnt/wont do anything. 4 is a shit game, but I still like it for particular reasons. If 1 and 2 came to FO4s engine, under Black Isle direction obviously, then yeah, sure.
Maybe I'm spoiled, but that's what I think. I know this isnt really "fanart", but I think a good recreation would be fanart of its own right.

therefore people will stop engaging in the mod scene. fewer people in mod scene reduces interest, reduces cooperation, reduces exchange of ideas. if someone is making money off their mod they're less likley to share assets. basically one change has a lot of effects, not the same as a slippery slope.
so yea, if you're only interested in how to create a revenue stream, there is potential. however, it will negativley affect the modding scene. so congrats, whats more important to you, money? or awesome mods.

No because mods have always been a bonus. I don't require native mod support in my games, but if it's there, I'm more likely to buy it. Adding a price to it is like advertising "yeah, remember that whole microtransaction thing you all hate? Well, we dont even give a shit to make them, you guys do the work and we'll make some cash too!" It's dumb greedy bullshit.
