A jojo game would be more about fanservice than gameplay anyway
- Take All Star-Battle
- Trim off the roster by at least 40%
- Make sure the oraraoras/rapid punching works differently for each characters
- Get some veteran fighting game devs for the balancing
- Make sure it plays fast, fanservice is nice, but not when it takes up 10 seconds of the match
- Make sure it runs at 60fps

Adventure/Action RPG. Something like a Tales game where basic attacks are the humans fighting and skill attacks that use MP are the stands appearing and attacking for much more damage + effects.
As for what part, none. It should be a completely stand-alone "part" not connected to the manga with original characters to make it easier to base a videogame around. When you have to struggle with an existing setting and plot, you cripple your game.

Not when it came out desu. It's old enough that it kinda predates most of the shit people think of as generic these days.
I think Heavy attacks would be better for the Stands and you use their own special abilities with MP like time stopping and other things.

Vento Aureo had the overall right idea IMO regardless of what Part or theme the game would run with.
I want to be able to explore the setting, mess about with the abilities of the characters, interact with NPCs, have fights that are as unconventional as the series.
