1) It's magic so mechanically EVERYTHING is allowed.
2) Story wise : maybe estrogen act like a drug that open your dimensional chakras or whatever. Maybe magic is considered a girly thing and little boys never learn the basic of magic so it's kinda hard for them to get in once adult.
3) If you want gender to matter in an RPG you HAVE to give bullshit advantages to female. If you are realistic, in any combat/survival/exploration situation males just outclass females. In a game about craft or social interaction, maybe you can have realistic AND balanced gender disparity, but as long as combat will be the focus you will have to be unrealistic if you want player to ever pick a female char.

Why wouldn't a woman be more proficient at magic than a man? Ancient cultures tend to connect women with magic more, Greek mythology has a goddess Hecate in charge of all magic and sorcery, the Moon is almost universally tied to women in a magical spiritual way cause they both have cycles, etc.
It also makes sense that where men can fight with their muscle power, women have to be more sneaky with their methods.
arcane magic is obtaining power from within. divine magic is obtaining power from a higher entity.
Obtaining power from within means having determination, women have that, you don't stand in the way of a woman that really wants something and live to tell the tale.
