Fact is, you can't tell if a PC shut down because of a mistake or because you did it on purpose by ragequitting.
And since someone should at least be sure to have a fully working PC after several hours of casual mode before joining competitive, it's more likely people simply ragequits. And that's not allowed.

If you know perfectly well that you have a 50% of disconnecting during the ranked match due to factors outside of your ability and not plan on reconnecting despite almost every game taking over 20 minutes - then yes, they have full responsibility of banning your stupid ass, nigger. Accidents happen, which is why it's generally not a problem to leave once or twice. It will become a problem when it will become consistent, even if it's accidental like computer freezing or losing internet. You shouldn't play online if you think you might not be able to complete the game.

If you have unstable internet/pc and you know its unstable you should not play ranked modes in any game, or if you do you should get punished as a leaver all the same.

And most leaver systems dont really punish you if it happens once or twice, so its ok if your power/pc/internet fucks up rarely.

Pausing in Dota is cancer outside competitive games where it's strictly regulated. It's just a game so it's no great tragedy if someone disconnects for a little bit every now and then.
