I mean, it's got a lot of tropes in common with cyberpunk. I would say it makes it thematically close to most cyberpunk fiction.
That's not cyberpunk. Cyberpunk is, to put it simply, low life, high tech. Hotline Miami has the low life, but it's set in the 80s with normal 80s tech.
Those tropes are used in tons of non-cyberpunk themes as well.
