Current and future games should not be allowed, unless you own the game or if its been say 3-4 years.

They're being sold digitally.
An emulator is a boring piece of software similar to an archive manager or a pdf viewer, it simulates hardware and has nothing inherently to do with games.
On a side note, do you also limit what developers? Do you find it better to emulate a game from a big developer rather than a small one?

PS2, Dreamcast, and Gamecube. I can emulate Wii but I find it aggravating due to having to map control sticks to act as the wii mote pointer and direction controls. Makes games like Metroid Other M and Super Paper Mario a pain due to it requiring two different orientations to play. Haven't bothered with Wii U emulation since I plan on getting a switch eventually

classic edition is a bad example since it's not powerful. pretty sure there are unofficial emulators that can do the touch fuzzy effect perfectly.

The GBA was released in Japan in March 2001 and in the US in June 2001. A proof of concept called GBAEmu was released in September of 2000 that could run demos and by August of 2001, VisualBoyAdvance 0.4 could basically run the whole system's library.
If anything this'll force them to do a PC release, because they're clearly salty that people are getting it unofficially and that's not going to stop.

DeSmuME might work. You will have glitches, though. The devs hate Pokémon and won't fix them.

I feel like all consoles, their games, and their schematics, should be public domain after 15 years. That way no matter what content can't be "lost" for more than 15 years.
