As someone that does pixel art for a living, he's not wrong. Games should be made according to their vision, and the vision is usually lost due to low budget. If it adds to the game, use better graphics - if not, don't. While his example of Braid with a bigger budget is rather poor, some games would genuinely be bettered with a higher budget. Braid would have been the same with a million more dollars as the developer knew what they wanted and did it, but games like Facade would definitely be improved with actual money.

There's a clear distinction between money well-spent and money well-wasted, but generally current gen games are capable of being better as they have more previous works to learn from and improve on. The issue is that many companies don't learn, which is something that he complains about, so I see no contradictions.
