Probably busy wasting millions of dollars on making ultra-realistic trash can with 10000 triangles in it, 8192 texture, shaders, bump-mapping, reflections, self-cast dynamic shadows and enabled facial animations. It will have a 400 MB-large sound archive with crispy, ultra-clean sounds for throwing out paper, glass, plastic and other sorts of garbage.
It will also be nailed to the floor, so hitting it with a car will result in destruction of latter. You won't be able to use it in any way at all, and will only see it in one cutscene as a backdrop for shitty animated fight between two men in military uniform.
Despite this, trash can will be reason for at least ten critical, crash-to-desktop/crash-to-game-menu bugs, and a thousand minor ones, most of which occur when you exit aforementioned cutscene.

Graphic settings my man. Even demanding modern games can run on toasters with low settings. If the entire console market was wiped out overnight, overall graphic fidelity would certainly improve, and devs would still focus on 'muh grafix' as a selling point for their games.

Probably ID games for pc? They don't release consistent enough though so there isn't as good of comparison. GTA could work but that is also limited by console (since pc ports were last on R* mind). Unreal could also work but same issue as ID games.

The companies also create an ecosystem of competition to further push each other to be the same, or better. A good portion of video game people specifically will never use a computer for gaming, with their sales lost some publishers would be less likely to release certain games (some that most likely are your favorites)

And the original engine wasnt more optimized. It was using PS3 assets and limitations. The games run on PS3 like Y6 runs on PS4.
