He's selling used-ships. A "vessel" is a ship and "previously owned" is another way of saying "used". It's supposed to be the ship equivalent of a used-car lot. This is further emphasized by him dressing in a manner reminiscent of a used-car salesman.

It means Stan takes the ships of a now dead previous customer, refurbishes it if he needs to, and sells it to a new customer.
But it still makes no sense. Previously owned vessels? Wouldn't ''second hand boat shop'' or something make more sense? Previously own, so stan doesn't own fuck all there? What the hell?
The first one remake is so ugly, the second is way better.
The joke with previously owned is that it indeed have a shipmaster and was not constructed and used as a model.
