Cuphead's pretty inspired because the art style is part of the gameplay. Instead of directly emulating Contra and Metal Slug in 8-bit or 16-bit graphics, they sought the 30's art style as a way of communicating "Retro" aesthetics in terms of gameplay and presentation without resorting to the cliches of indie and similar publishers previous.

If you grew up with VHS, you owned tapes of those old cartoons. They sold them in super markets and dollar stores. No exceptions.

To be fair, the pixel art present in Cave Story (I've played) is well done and despite the original character sprites being very simplistic for the lack of a better word, the backgrounds and foregrounds were anything but simplistic and that contrast lended itself well without sticking out too much like a sore thumb. With later sprite revisions (excluding the 3D remake), it only got better.

It's a shame that people decided to make pixel art afterwards as a excuse to emulate older game art styles, but winding up not having all that decent sprite work to begin with. It was easy for him, but at the same time, he was the only one who made this game even exist in the first place and took five years to even make, while as with several indie developers, they literally have no excuse to go lazy on the spritework, especially when they have more people to work with.

That's what I'm saying. There's no excuse for modern indies to look like shit when Pixel got it right by himself with no budget 13 years ago.

To be fair, they really weren't airing 20's and 30's era cartoons on TV in the 80's and 90's. Sure, they showed 40's and 50's animation and still do, but Fleischer era?

These days they are literally made by outsourced Korean studios with flat lifeless characters and they're solely to push merchandise related to that show, entertainment is secondary to the commercial agenda. Adventure Time is especially guilty of this.

Old cartoons were to entertain first. Any product placement was up front and unrelated to the show or it's characters, they were not a marketing vehicle.
