Being lazy about reading mean devs have to pay voice actors, wait for voice actors availability, have to refine and simplify all conversations, limit verbal interaction, and basically limit anything not shown visually.

I tend to agree, only because of the massive costs and amount of effort it requires. This also limits the dialog, because the shorter the dialog, the less money you'll have to pay for it.

Good middle ground is system in Persona games where only few important lines are voiced and your protag barely speaks anything, some one-liners at most.
