It's a game, for the sake of balance they had to go one of two ways:
A. Powerful attack with cooldowns
B. Boring pointlessly weak attack with no cooldown.
Either way I'm sure you would have bitched about it

Or the use of a support character to recharge.
There are so many ways to balance a skill other than cooldowns. Cool downs are the laziest and worst way for the players -- it invited the devs to constantly fuck with the numbers meaning to stay ontop of how the game is played you have to CONSTANTLY play and keep up with the "fixes."

That can happen with any of your mentioned alternative methods. If you have to grasp at straws for your only argument, maybe you should just find a new hobby - clearly you're just bitter and angry for no real reason, not to mention entering a thread for a game you don't like to bitch about it.

Lets be real, you aren't going to like the game no matter what. It being an EA/modern dice title is way more of a red flag but you're here hung up on the fact it uses CDs.
It's less prevalent and detrimental in the other methods though.
I took a two month break from Overwatch and the game was played an entirely different way from before I quit. To be fair, I quit right when Comp came out and a meta was established, but it was still a pain to keep up with who was getting buffed and who was getting nerfed that week.

Cool downs are like infinite ammo -- you only have to stop using it for the few seconds it's on the CD. It doesn't reward smart use so much as it rewards well timed use. As long as you survive you can use your skills with little care as long as you don't get caught with your pants down And you're on CD with ALL your skills.
The other suggestions I mentioned all base skills on a finite resource, so they must be used prudently or you're completely out until you're able to do whatever is needed to refill your expendable.
This allows you to do things like bait big, expensive skills, defend refill resources, or have more detrimental "game changing" skills that consume enough resources that they aren't constantly spammed like a mid-level skill.
Going back to Overwatch (because that's the one I'm familiar with), imagine if Mei's ice wall was ammo based rather than on a short cool down. Walls could be more more strategically placed, but also would not be a constant annoyance. Depending on your team, you could shift focus to denying resources to the other team while keeping your side well stocked in order to give yourself a tactical edge against a more technically skilled team.
I always loved how Sheev runs in Battlefront and I'm glad he's the same. Sheev is cute! :3

It's from the Clone Wars animated series (which is great). Basically the Separtists launch a big attack on the cloning facilities from underwater with those big squid guys loaded with droids.
