I think his levels weren't really bad, his storyline was just completely uninteresting.

I agree with the storyline and don't get what anybody saw in it, it wasn't really special. but from a gameplay standpoint, his levels were linear, bland (they are almost the same color as his armor), and the Flood who were the worst iteration of the Flood in the series. It also didn't help that Bungie made his health smaller and his shields weaker than the Chief's along with the weapon and vehicle sandbox being shit.
