What would be ideal would be a properly made superhero RPG.
You pick your powers at the start of the game, and you don't get to change them or get new ones. You can grow in power.
You'd start off at low street tier, and by the end of the game you'd be city tier.
You'd get to choose to join various villainous and heroic factions, and can progress through the story with any of them, or betray them if you wish.
You could spend XP on developing personal abilities (fighting, shooting, hacking, stealth etc) or on leveling up your power (which would cost a lot)
Kinda like if the people behind Vtmb did a Worm videogame, for those whove read it

it has like four sets of powers and you can upgrade them, some powers are only avalible if yr good or evil and that's it

Champions Online has one of the best character creators I've seen but a lot of it is hidden behind micro transaction bullshit and the game itself is boring

The only MMO I ever played where tanks felt tanky without feeling hilariously OP or having to rely on a healer to stay alive, supports weren't just healsluts, and NCSoft kills the game just as superheroes started growing in popularity. To top it all off, Wildstar at its peak has never even come close to the numbers CoH averaged, but is still somehow alive.
It's fun, but unless you're willing to sub or buy expansion packs, there isn't much to do, when you hit 30.

Not to mention the character creation was shockingly robust--hell, it still is. Changing the colors of your own power effects? If there's been another MMO since that's let you do that, I can't think of it.
I wouldn't even rate them as high as mediocre.
I've actually enjoyed this somewhat once I found out the psychic rotation that lets you stunlock people for massive damage for infinity. I'd download it and try it again if it wasn't a bloated mess sitting at around 70 gigs last time I checked.

A city where heroes kept the people safe with incredible powers; where they showed off costumes unique and varied; a city where they clashed with dastardly villains... It was a good city, where the new were welcomed and accepted, where the community was passionate and supportive... It was a city with a bright future, which did free-to-play right and didn't screw over long-time subscribers. It was a city with more content promised on the way, which everyone was looking forward to...
And it was a city NCSoft destroyed. Despite petitions, despite pleas, despite outright offers to buy the IP and keep it running, they closed it down. Against their own fans, their own customers, they killed a living, profitable game, for the sake of their own hubris and greed.
Rest in peace, City of Heroes. You will never, ever be forgotten.
Open world games are very expensive.
Good character creation and progression is very expensive.
Superhero stuff rarely sells well unless it's Marvel or DC, and those companies are alreading suporting cheaper, and therefore safer, games.
Also, remember Square Enix is doing an AAA avengers game, maybe that one will give you what you want.
Good news though is that MXM and Wildstar flopped hard, so NCSoft is finally getting punished for many many years of fucking their customers. Bad news is that they're probably almost fed up with trying to sell games to the western audience, and if they don't sell the CoH IP at some point we might never see it again.
They stuck a City of Heroes character in some shitty moba so we probably won't ever see it anyway
It's honestly the only chance CoH has left of surviving. NCSoft has been slowly switching over to mobile gaming and it's been working for them, so they have even less of a reason to give a shit about western MMOs. They renewed the trademarks for CoH characters like Statesman and Ghost Widow so they could put them in MXM, but MXM's community is already rapidly dying only a few months after release.
All we can hope for now is that they shut down MXM (Inevitable at this point and nothing's stopped them before) and hope NCSoft is kind enough to bring CoH back in maintenance mode instead of sitting on the recently renewed IP for another 5 years. Their only other option is to throw them into more garbage MOBAs as shitty references that pisses your customers off more than anything.
I heard a few years ago they bought the rights to the City Of Heroes 2 name and trademark.
If they ever do make something of it, I will forgive them. I just hope they dont fuck it up. But who am I kidding, they're scum bags.
