They reworked the entire thing in six months and it shows. It tries to be cod and a shock game at the same time and fails at both. The plot is also shit.

Almost everything is wrong with this game... Except for the 1912 version of Tears for Fears, Everybody Wants to Rule the World. That was great. Deserved to be in a much better game.

The story is extremely subtle, and without a solid grasp of parallel universes most of the plot will go over a typical player’s head. There’s also Booker’s nihilistic outlook, which is deftly woven into his characterization- his personal philosophy draws heavily from Dr. Manhattan, for instance. The fans understand this stuff; they have the intellectual capacity to truly appreciate the depths of this narrative, to realize that it's not just intelligent - it says something deep about LIFE. As a consequence people who dislike Bioshock Infinite truly ARE idiots- of course they wouldn’t appreciate, for instance, the humor in Booker’s existential catchphrase “Wait a minute, that card,” which itself is a cryptic reference to Turgenev’s Russian epic Fathers and Sons. I’m smirking right now just imagining one of those addlepated simpletons scratching their heads in confusion as Ken Levine’s genius wit unfolds itself on their computer screens. What fools.. how I pity them.

And yes, by the way, I DO have an Elizabeth tattoo. And no, you cannot see it. It’s for the ladies’ eyes only- and even then they have to demonstrate that they’re within 5 IQ points of my own (preferably lower) beforehand.

The game seemed like a mix of ideas that all clashed badly together.
They wanted the Bioshock experience, with scavenging, weapon upgrades, plasmids, etc, but they didn't make it fit into the world like it did in B1+2. Tonics and weapon upgrade stations were just there for some reason, Booker ate food from the trashcans in an environment that was working fine, etc. In B1+2 it all fit into the world, the little sisters, the plasmids, the weapons - it was all a part of Rapture. In Infinite it's tacked on because B1+2 were popular.
And it seems like they started out with the key scenes and twists, and then tried to create a setting where that stuff could take place. It's all so conveniently set up so the script gets to happen. Oh, Booker loses his memory and doesn't question a giant flying city he's never heard of before. And he doesn't lose his memory when he travels through rifts later on, for some reason. And Comstock and the twins didn't lose their memory when they went through a rift years ago, for some reason. And that baptism is the only moment in time that Booker can turn into Comstock, it'll never happen again at any point in his life, and every single Comstock is always evil, and it's worth preventing all these Comstocks from existing even if that practically kills every world person from that world they're from.

It's a mess. The gameplay and the story. It's a step down in every way compared to B1+2.

Realistically? Redesigns within the studio. The track we've seen so many game developers go down. The differences between each of the demos and the concept art which never carried across into the final game demonstrate they didn't really know what they wanted.

It's kind of like Deus Ex Mankind Divided. You can see a lot of effort went into some places and not so much in the others so it ends up being an inconsistent mess.

I liked Burial at Sea Episode 2 though. Seems like they knew what they wanted to do there.
