Bethesda would really, REALLY love to cash in on lootboxes, DRM and microtransactions.
But to do so would require them to actually redo how their engine works, which would take a lot of work.
Everyone being able to copy+paste their DLC and give themselves whatever items they want is just the toll they pay.
They're literally too lazy to be as scummy as they want to be.

Making lootboxes in Fallout 4 and Skyrim would be easy as fuck for a modder
Console commands are used for mods.
So to disable them, you are going to have to change the way mods are distributed, and have some insider development kit you only give to your own loyal m.... oh. Oh.

but I was also just thinking about the concept of lootboxes as a mod or something like a nuka vending machine you put caps in and get a random item out of it and can increase your chances for better shit with more caps
They already have loot boxes. Although you need a mod for them to be really exciting.
They can add lootboxes anyways. Casuals are too stupid to use console commands to spawn items, and console peasants are shit out of luck.
Even if they do nothing to block console commands, idiots will still buy it. Especially if it's "immersive" and doesn't feel like "cheating".

lootboxes are just one of the visible symptoms of microtransactions, or "games as a service"
creation club is their attempt at microtransactions, and if it's successful then they won't need to try anything else

Well then their creation club would go away too. They can't keep that alive and wipe out free modding at the same time.
What are they even doing with that? Those 100 free club bucks they gave out can't buy anything but a pip boy re-skin. Which is already a free mod... and a unpopular one.
I thought when they promised top quality professional mods that you could pay for, they meant new quests locations, you know the hard to code, time consuming mods... not re-colours which anyone can learn to do in 12 minutes on youtube.
no, but you can fully expect the console to be completely disabled or severely crippled as well as more and more engine changes making extensive modding a thing of the past. mark my words, we will never see modding on the level of skyrim (original first release) ever again.

paid mods is their holy grail and they're going to keep gradually forcing it now matter how hard fallout gets review bombed. like user said above the console and creation kit will be further and further crippled, eventually where all you can do palette swaps, make weapons/armor, and that will be that. extensive things like survival mods will be paid like they're already doing a trial run for skyrim se survival by making it free for a limited time then it goes paid. reminder that this survival mode is so god damn lazy they copied over fallout 4 radiation reducing max health over to skyrim but the freezing cold replaces radiation. you can't make this shit up.
