It's a bad practice in most of its forms by devs, pretty clear. But people also want it, a lot of people, and if the devs don't do it for honor or any other reason they risk people not wanting their game.

The east has already long been through this. To the point where the government has stepped in and countries like Japan, China, and South Korea have special laws regarding things like loot boxes in video games. Western devs have just picked up notice and decided to cash in while they can.

Understand that video game companies are companies, and like all companies in a capitalist environment, their only motivation is profit. That's the whole meaning of their existence, is to get as much profit as possible.
Given this, it is expected for them to pull scumbag douchy moves like this, and has been going on ever since the DEI Trading Company went public. All the shareholders care about is increasing their investment, otherwise they tank the company.
While I do not approve of this type of mentality, it is the reality of capitalism. The real offenders are the consumers, because it lies within their power to change or prevent such cancerous business practices, but they do not because they lack either the will or the motivation to do so. Consumers have proven themselves to be willfully blind sheep that will eagerly snap up any piece of shit you throw at them, regardless of quality or even functionality. This CONSISTENT acceptance of mediocrity has been a theme amongst consumers ever since the media began conspiring with other corporations to 'dumb down' the population, but that's a story for another time. While there are undoubted some intelligent consumers in the population, they are, like blacks, vastly outnumbered by the sheer numbers of unintelligent, ignorant niggers who support the kinds of business practices that screw everyone. While this is tragic, it does nothing to help the situation as a whole, as every demographic group is dictated and perceived by the actions of its majority - not it's minority. That's what we who demand that companies give a shit about their product and their customers are. The minority.
The problem is the 60 dollar price tag. When costs go up and the real price of games declining, devs have to find other ways to make money since they can't cover it all through single sales. So when you think about it, day 1 DLC, lootboxes and the likes let other people pay for your game!

Consumers but more in a sense the casual mainstream consumer. Since most of them are after instant gratification and free market being a thing. Then vidya company's take advantage of it to make an easy buck off of them since the faggity "invisible hand" and shit makes it so most prominently in the mainstream. That loot box and micro transaction shit is as egregious as it fucking is now a days.
Publishers made preordering risky so I stopped doing that.
Then they made DLCs a 3-5 per game thing instead of 1 or 2 at best in rare occasions so I started waiting for special editions to get all the dlcs on the disc.
Now they've put loot boxes in games and there isn't a way around those other than not buying the game, I guess.
Lets be honest here, how much fun is a game like SoW going to be if they're lowkey trying to frustrate you enough that you buy loot boxes to advance?

It's not a fact, they just do nothing to keep costs down. Maybe if game companies weren't having everyone work overtime for months, years, at a time they could keep a budget. Maybe if they didn't hire Hollywood celebs to voice characters they could keep budgets in check. Maybe if they came up with their own ideas instead of licensing popular IPs they could keep costs down.
Games don't cost more to make, incompetence just costs more than ever, and the industry is rife with it.

The companies that make the games are ultimately the ones to blame, although consumers are bad, they're easily manipulated and make hilariously stupid financial decisions all the time.
It's up to a company to show better business practice. But honestly, while it's their responsibility, I don't see why they should be limited. It makes the user experience a bit shittier, but that's their right to do so.
