Something you fail to consider is time investment. You've invested a ton of time in Hearthstone and don't want to start over from scratch with bad cards unable to compete with people who have been playing for years/paid.

Thats not necessarily true.

Card draw matters less than deck construction. Cards usually have a mix of archetypes that have different functions that utilise different mechanics.

For instance, cards that make you lose cards from your hand or deck will hinder you loads in one deck, and help in another. Some decks are designed specifically for it, so you net gain whilst your opponent suffers a net loss.

Bad card games are less about bad draws and more about cards that have effects that are inconsistently random. So you cant really strategise for it.

Hearthstone suffers from that a lot. Even worse you dont even have a side deck to rotate cards out.

Really a good card game is one where you can change your strategically dynamically. Cards that have multiple utilities can help, but also run the risk of being cards that "do everything" and be ome stale meta picks.

Another issue hearthstone suffers from.

Its a very delicate balance. Power creep is the biggest issue.

Something you fail to recognize is how important card draw is. It varies from card game to card game. A card game wherein you have a deck of 40 cards and plenty of draw sources where games regularly go to late, additional draw is less important. A game where you have 30 cards and rounds are regularly over by mid-game, but draw is much less common, additional draw can be invaluable.

Yeah so you design a card to go in decks that mitigates the randomness of card draw by making you draw more often, or you play cards that seek out other specific cards you need. Ergo deck construction.

Thats what a lot of deck construction games do.
Star Realms is one of my favourite games. You pick cards from a random pool but its designed so you can't really rely on one particular set.
Sometimes you want to make your deck smaller to draw out bigger cards, sometimes you just want more cards in general so you buy in draw cards. Sometimes you need to hunker down and collect forts, buy more things, do more consistent aggro.

There are many good cards that are smart picks, but usually because another pick isnt a good one, for that time specifically, but can be a game changer in another situation.

RNG isnt necessarily always a bad thing in card games. It can keep things interesting. But it is bad if you cant react or respond to it.
