In my opinion, and I know this will sound crazy, it's the unforeseen consequence of deliberate social engineering.
The power structure in Japan was scared as fuck after the student rebellions in the 60's, and so there was a conscious effort to disenfranchise the youth from political/moral discussion in the country. It's basically an implementation of the "Panem et Circenses" doctrine of Ancient Rome. That's why entertainment was such a big industry in Japan, and also why there's a lot less social stigma around things like video games and anime. The government actively wants youth to distract themselves so that only the elderly vote and the status quo remains.
The consequence of this is that we've come to the age where all that's left in creative industries there are the people born after this shift. This is basically what Hayao Miyazaki was talking about when he famously trash talked modern anime: (paraphrasing) that in the past anime and movies were made by people with actual life experience and insight, and now they're just made by Otaku and filled to the brim with shallow fan service for other otaku.
Call me crazy if you want, and there's a good chance that I'm wrong. I'm just an anthropology student with an interest in Japan, a modest understanding of the language and a lot of connections in the country.

They need to really clean up the mechanics though. Raising digimon should be fun but they go out of their way to make it autistic.
Digimon world, you had your digimon for a few hours before they died and you had to start over.
Digimon World 2, you had to constantly combine 2 digimon to raise the level cap requiring you to to constantly train mons you don't care about.
Cyber Sleuth involves constantly digivolving them and reverting back to lower ranks so you can digivolve them higher.
It just isn't fun, which sucks because there is so much potential in the games.

Battle mechanics, kind of. obviously alot more indepth with CS, actually have more than 2 abilities.
Whenever you fight a mon you scan their data and when you get enough data you spend it to get the mon for yourself. Digivolving involves having specific stats and you can choose when they digivolve so you get who you want for the most part but there is a point where you need to revert them to keep on raising their level and the abilities are decided by who they digivolved from.
Its a decent JRPG if thats your kinda thing.

You'd be surprised at the number of older teenagers who were watching Japanese cartoons meant for children back in the day.
There's no real internet like how it is today where you can just find anything and download it instantly, and so what we could watch as anime was really really really really limited.
Luckily I'm not an Americlap and so Dragon Ball Z and regular Dragon Ball, both the anime and the manga, were incredibly popular in the 90s so there was at least that

The evolution scenes were horrible, technically and artistically. The original evolutions looked better. In fact, just about everything in the old movies looks better than Tri. Even the Tamers movies that just look like the show in HD look better. The justifications for the new evolutions were pretty terrible, too. Compare the shit they were in when Metal Garrurumon and War Greymon first evolved to what happens in Tri.

Digimon going mega/ultimate at the drop of a fucking hat. It never felt like they earned like Taichi/Agumon and Yamato/Gabumon in the original series. Like there wasn't enough character development or enough of a threat to warrant it. They're just going through the motions of "we have to fully evolve all of these digimon because that's what people want to see" without putting much thought into how or why.
Did Tai/Matt really earn it or was it just handed to them because plot angels shooting them with light?

HeraclesKabuterimon was done pretty tastefully in my opinion. But I agree a lot of the rest was pretty bad. Seraphimon in particular was really just thrown out there.
Really, I think tri could have fixed a lot of its problems if it was a proper 50 episode anime and not sixpack of movies.
On the bright side the translation for that game is done they just gotta actually put it into the game
