Mods work perfectly for me so far. Both were already in inventory when loading up the game. Info:

Raz hat lets you roll around on a ball. You can't double jump off the ball, it doesn't add any jump potential compared to the scooter or simple double jumping. Very cute animation though.

Lilac headpiece is a badge, not a hat. You simply hit attack while in the air and instead of doing nothing, you do a spin attack. It adds a LOT of jump potential, because you can double jump, dive, cancel THEN do the spin attack, which adds both vertical and horizontal momentum. I expect speedrunning won't include the "official" mods cause of this.
