Based on the current patch release for Legion, we should be already into 7.3 by the time BlizzCon rolls around in November. Since we know there will be another tier of raiding after Tomb, we can assume it will come in 7.4, not 7.3. And as such since we won't even be close to finished with the expansion by BlizzCon, the likelihood of an expansion announcement at BlizzCon this year is basically 0%.
