I just bought it and I'm playing the game on "ultra" settings... The game still looks like shit...

Is this the same for everyone?

I looked out this window and it looks like mario 64.

Yea, the game definitely looks pretty awful outdoors, doesn't run that well either.
Looks decent indoors, but nowhere near the level of a similar game (RE7), and doesn't run anywhere near as well.

I'm getting a lot of texture popping. I'll go indoors and the textures load in within a second.

Nah, that's not really an excuse, the game's pretty poorly optimized.
When I can run games like BF1, RE7, DOOM, KF2, etc. etc. at 4k60, there's no reason I shouldn't be able to run this game at at least 1440p60.
And settings barely have any impact on performance, it seems like the low performance metrics stem from oddly low GPU usage, I can't get the game to use more than 60-70% of my GPU.

Get a better PC

The game probably reduces detail by itself because of the small VRAM of your GPU.

Even if set to Ultra you don't actually get full detail on cards with less than 8 GB VRAM in modern games.

I think it's correct to fully assume Bethesda treated this title as a 'AA' release. That is to say, not a title they back on the same level as all their other IP's. The lack of any Pro support, no season pass, no day 1 patch, microtransactions, etc, which are all staples of Bethesda games nowadays, is highly unusual. The graphic fidelity being alright at best further makes me believe that for Bethesda, this was just an October release with an IP that had some amount of recognition.

I'm , the game actually doesn't use all that much VRAM, not that that would reduce GPU load so drastically.
Like I said, I can play plenty of better-looking games at 4k and achieve similar performance to this game at 2048x1152.

I've noticed that in nearly every Japanese game there's a huge emphasis on making great-looking characters, but even with a big budget, the environments look like something out of a gmod game.

Inconsistent graphics can really take you out of the experience I think its a valid complaint. "Bad" graphics can be fine as long as its consistent.
