This. Matchmaking probably costs them more money to have 100 servers with 20 people spread across them in 3v2 matches instead of everyone joining the same game. Bad Company 2 has an active community still thanks to the server browser letting people pick between the 2 active servers and dick around in the couple empty ones while waiting for a spot to open up.

Not necessarily. Example: Red Orchestra games are "unpopular" in comparison, pulling only a tiny fraction of CoD multiplayer numbers, but the playerbase is tight and dedicated.
I'm convinced Lawbreakers can be an enjoyable game, but it didn't get sidelined because of its lack of quality. It got flat-out ignored because it had no marketing going for it except for one big-mouthed prick tweeting occasionally. Plus, the market for team-based shooters is oversaturated.

Here's the position I'm in working at a publisher: If we try to do something cool or innovative or different and it fails, it will become proof and justification for never trying the idea again for leadership vs. other teams and studios in the company. Even if the failure was unrelated to the idea.
It's the "well nobody wants an X game because this bad one didn't sell well! :)" wrong-lessons problem from a different angle.
So the pressure from failing isn't just your own failure, but the risk of stifling the creativity and options of others. It really sucks.
Indie games can fail but at least you get your game out there. I wish the idea just had any semblance of financial stability.
