Sony's gonna announce a successor to PlayStation All Stars at their Paris Games Week press conference on October 30th.
It will be a CG trailer featuring Kratos, Morgana, Crash, and Aloy. At PSX they will reveal the gameplay demo and also feature Nathan Drake, Spyro, Parappa, Ratchet, and Noctis.
GameArts is developing the game. It will also have life bars now instead of the supers kill only system in the first game.

Allan Becker was studio director of Sony Santa Monica who greenlighted PSABR. When he was moved to JAPAN Studio in early 2011 that studio went into a new direction: "global focus". Even though he is half Japanese and half American they will still be the studio who makes novel, imaginative and creative titles. He stands true to that when he greenlighted the first AAA titles with the studio: Soul Sacrifice and Freedom Wars on the Vita. In 2012 he greenlighted Bloodborne on PS4.
With that being said, there are more AAA projects in the pipeline beyond From Software according to Verendus in 2015 when he mentioned projects that are with partnerships rather than internal he was excited about on PS4.
Game Arts released Dokuro on 7/5 2012 and being silent since then. Sony partnered ways with Superbot Entertainment in early 2013 when it was reported huge layoffs. And there is a reason for that.
Allan Becker was huge part of the greenlight of PSABR. What makes it not clear he could greenlight another Sony brawler at JS and partnered with Game Arts?
Yoshida was asked about PSA at E3 2013 and he said they have to change game mechanics to make a new one. That game was official behind the scenes, it was already in the works.
Game Arts hasn't made a game since Dokuro. They were very active with GungHo as publisher before Dokuro.

We got information from Keiji Inafune in 2013 that development on Soul Sacrifice started in 2011. Freedom Wars began development on March 2011 according to Yoshizawa on March 2014 when he said the game has been in development for 3 years. These games had global focus.
Bloodborne began development on Aug 2012 according to Yamagiwa.
Allan Becker told Kotaku it was chaos at JS when he came there. There were 40 projects in development and the environment was "free-for-all". Nothing got out and nothing sold.
JAPAN Studio at that point was out of touch with the current market and they barely used technology. It was a problem for Allan Becker. He started to cut projects and organise teams and projects. He made many staff at JS unhappy about this change. Some of them felt the creativity was taking away because they weren't used to work on technology and work as teams.
Gravity Rush and Puppeteer were greenlighted before Becker, but Soul Sacrifice and Freedom Wars were the first AAA titles, then small title like Knack. Bloodborne being the first AAA on PS4 because Yoshida said this year to IGN about JS they are very carefully planning and investing in bigger console games.

Plus, Yoshida said after they announced Days Gone, Spiderman and God of War at E3 2016. They are done with announcing games too early. They want them more closer to launch. A year in advance to the release year is probably why we haven't seen any new announcements in a while. They are in a good spot now to focus on announced games before they announce new ones that will be closer to launch instead of 3 years like Days Gone (that's not coming out until April 2019).
I forgot to tell the strategy from Sony's external support. The key is to support dev talents instead of looking at studios.
In case with Spiderman, Brian at Insomniac wanted to be director on that project. Keiji Inafune was concepter on Soul Sacrifice. Toshiyuki Yasui at Shift was behind Freedom Wars. Miyazaki is the reason why JAPAN Studio keeps working with From Software.
So what's the reason behind a new Sony brawler outside of Allan Becker? It's not that simple they contact Game Arts and handed over the money and told: "here, make a brawler for us!"
No, I think there is a person working at Game Arts who was a fan of the idea of PSABR but wanted to make it better. That guy is the dev talent and director on this project. Very clean and simple. A external producer at JS had the same desire and contacted studios and among those was Game Arts.

I really hope this guy is not bullshitting. PSABR was Wasted Potential: The Game.
Not enough characters people wanted, and an alright fighting system, but with tweaking could have be amazing. They even listened to fans and gave us Kat and were planning Dart as DLC. They had the right idea with cutscenes that had characters interacting with each other and had the personalities down. Add a museum mode to have stuff about Sony history and games from each gen. This game deserves a second chance.
