In the beginning this can be explained away as her still trying to get a feel for whether or not she's sticking around as well as her being reasonably paranoid about opening herself up for verbal communication when everyone not named Snake or Ocelot wants her dead or tortured for information. But then she falls in love with Venom, and she vocally responds to Code Talker when he questions her in private, and then there becomes literally no reason for her to NOT try writing, not counting the next half of this post. It's a retarded plothole and the second-biggest problem with her entire arc.
This is what Code Talker claims, when he is finally dropping all of the bombshells about Quiet's arc at the very last minute before she's gone for good. It isn't clear if this is actually what she told Code Talker, or if it was Code Talker covering for her to honor her wishes to leave Mother Base and not return. Even then, that's just a factor in her choosing not to write, and it's still invalid.

Characters like 2B or Velvet from Odin Sphere weren't exactly dressed practically, but they were distinctive and stylish. Giving the overall look more personality that fit the quirks of their game's aesthetic.
