I wouldn't go that far. The new Illusion game was made to work with VR. Yet everyone learned from going from XP to Windows 7 that upgrading their OS isn't necessary for Japanese gaming.

The people making the games are almost never the people that actually own the studio.
The suits on top in vast majority of cases (not just JP studios but game dev studios in general) don't even play videogames and don't like them, they're there to simply make money.

PC gaming isn't that big in Japan. A lot of Japanese companies weren't doing PC ports because they were predominately focused on domestic sales which are largely dominated by Playstation/handhelds.

Also Atlus is retarded and behind the curve in most regards anyway. Persona 5 didn't get dual audio despite most other weeb game devs having done it for years until the localization ran into problems and had to be delayed. Meanwhile Square Enix has like 9 different language options for FF15 and is porting to PC in 4k

Atlus USA is super big on PC and have expressed themselves that they want to see Persona and other SMT games get PC ports, Atlus USA even publish PC games
It's the JP side that's so anti-PC because their focus is on the domestic sales, the western demographic takes the least priority when it comes to their products.

Maybe now that Sega owns them and has seen just how well the PC ports of their other games have done they'll force Atlus to make PC ports of their games.
