When a downgrade happens, why the lighting is always the first thing which gets butchered?

Yes consoles are also a problem, but usually the pre downgrade shit a lot of game show off either run on machines that no normal consumer would ever have or are target render that are just a few select scenes tweaked to look as good as possible, but aren't in a playable state at all aside from that

Weakass consoles as target demographic, which just cannot have fully global dynamic lighting and 8K shadow maps being rendered within a mile's radius.
It's one reason the good ol' bloom & blur & lensflares are so often still used; plebeians mistake them as "lighting", when they're literally just tacked on vaseline layers on the pic.

Plus if you upgrade THE most demanding visual element, obviously it's going to stress your POS GPU more. Not to mention TW3 barely looks any different on "High".

Good lighting (shadow quality, GI, AO, post-processing, etc) is expensive and doesn't require a lot of effort to downgrade to get a huge global performance boost. Lighting is arguably the biggest factor in what makes a environment look visually appealing (ignoring art direction and such). You can have great lighting with shitty models/texture and get away with it, doesn't really work the other way around. That's why a lighting downgrade is often so noticeable.
I'm still mad at DICE's color grading in BF3. They turned such a nice looking game into a very blue shooter.

Unfortunately dishonest trailers are something that hapanes with every single high profile game. I don't know why these people aren't accused of false advertising, but that's how it is. All you can do is never believe the game's first reveal. Or hell, don't believe anything at all until after it's released.
