Realistically, society would probably restore the world to the way it was before in 10-20 years tops. You'd have fresh new cities built from scratch.

Look at hiroshima today. Once you have the technology know how, you can destroy something a million times and still easily rebuild the entire city.

If we presume that the nuclear war was global, it is also safe to assume that major industrial and population centers were all hit. That would make majority of those documents irretrievable, downright destroyed or irradiated beyond recovery in the foreseeable centuries as well as making sure that majority of the people possessing the knowledge required to make use of those documents and any and all remaining equipment, would die. You're right that humanity is intelligent, but if we were to be suddenly cut off from our accumulated research and knowledge base or have it become severely fragmented and most people in direct contact with it ended up dead, we would regress far beyond just ten or twenty years. Most people today don't know how exactly their phones or computers work, what are they made of, what is the north bridge and south bridge and differences in architecture. You have only a handful of people that could assemble electronics from scratch and without good teachers and advanced theoretical knowledge and understanding that can largely be only imparted by good teachers and practice, it would be almost impossible to just carry on after such an event. Humanity is incredibly vulnerable to fragmenting of this kind because people that know how this shit works have become pretty much a separate caste and they are a minority.

On topic though, since first world nations usually don't have most people working in the First or Second Sector, you would have less of a chance to find someone who would have experience in those work sectors after an apocalypse with many people dead. So, you would most likely have survivors with some kind of access to the theoretical knowledge but no hands on experience.
The experienced farmer knowing his shit would be quite the asset in a post-apocalyptic setting. Provided you don't want to spend your first couple of harvests experimenting with your yield and theoretical knowledge.

People as a whole are smart and sophisticated, but an individual doesn't really know jack-shit. Do you know how to build a house? make ammo? craft materials? grow food? Even if you did know how to do that stuff. You'd likely be killed by scavengers who would then take your stuff for their own.

I've often wondered what I can do if I were to go back in time or end up in a post apocalyptic world. I imagine I'm actually double fucked because not only can I not create any of the fancy technology I rely on I also have no mastery of basic shit like starting a fire without matches or any hunter gatherer skills or even farming. Of course there's plenty of people that have these skills and if you get enough of them together you can rebuild a pretty decent society. Still, if most of the survivors are like me then we're just fucked.

This heavily depends on the setting, Fallout for example makes very little sense to really do any mining because what remains post-war is far far beyond what is createable at the point in the games.
