Current ISP has a "three strike" policy regarding piracy, and after strike three they supposedly ban you for life and also report you to the authorities or something. I have two roommates and the internet is in roommate 1's name, so I'm not going to risk getting him/us banned from using the only cable internet provider in town. I know that when I had Comcast (5 years ago, in another city) I got emails fairly often that say they knew I had downloaded [insert name of TV show I had torrented recently] and they'd tell one me of I kept it up, but they never enforced that. With a VPN, am I safe to torrent whatever or is it still possible for the ISP to see/suspect something?

With a VPN literally all they'll see is that you're connected to your VPN, what the traffic is they can never ever know. Picture this, when you torrent, you're downloading 500 different pieces from 500 different people. Now, with a VPN, you download 500 different pieces from 1 "person". your VPN, who is tunneling all 500 people into themselves and then into you, with end to end encryption.

back on topic, how do people judge emulation compared to other forms of piracy? seems to me like a lot of stuff that's out nowadays must have been internally leaked. desmume is a great emulator that came out very close to when the DS stopped being relevant. Dolphin came out barely into the Wii's overall lifespan and is one of the best optimized emulators ever made. PPSSPP is really good and runs on toasters despite the added hurdles that emulation adds to hardware strain, on an amateur level. cemu came out before the Switch was out.
it's not an unheard of practice. Blazblue CS leaked for Windows on day 1. KoFXII has a Windows build, which reminds me, I still need to compile that iso... bought the game anyway so according to EULA, that's not even piracy

speaking of the DS and emulation, Castlevania Portrait of Ruin was almost assuredly made with emulation in mind. you never need the touch screen in the main game, ever. the second screen is a map and there's a shortcut to view the map on the main screen through the inventory. touch screen functionality is confined to the game's sister mode and from my recollection it works like shit on the DS' tiny screen and stylus; mouse is probably an improvement
it's also like the best CV game and readily available on known ROM sites despite Nintendo trying to take a bunch of licensed stuff down recently
