He can kill super early with his tippers. MKLeo did some cool shit with him but now he dropped Marth for Cloud kek

It's just the nature of his representation in smash being always good for fights.
He is fast, has quick attacks and has a quick ranged attack.
Those things will never be bad unless they give him serious endlag on his moves.
Characters like Bowser and DK will naturally gravitate towards the lower end for being slow and easy to hit without ranged options unless they have something else going for them

Fox is mediocre in Brawl.

But Bayonetta is a Nintendo character.

What is Sheik even doing there anymore? She could easily get dropped down to B and I'm pretty sure nobody would disagree. She may be good at winning neutral, but she just doesn't kill with any reliability. She's been this way for a while. Is it just prominent old mains carrying her? The same way Esam carries Pikachu alone?

doing slightly less damage is always worth the tradeoff if you're faster
