Most people would demand the bottom one if they're "hardcore" or whatever but the top one is just fine. It's how the Mario series does it nowadays.

The famicom version of Mario Bros 3 is different, if you have the flower suit and you get a hit you will get small, the same as the Super Mario Bros and Lost levels. The bottom is for pussies.

Bottom makes more sense. I mean, the powers are really just different forms of normal Mario, so getting hit would logically just bring him back to small Mario.
However, the top is overall just better.

The way that powerups in ? boxes become just mushrooms when you're small suggest that there is a hierarchy, re-inforcing top

that's literally just so players become normal mario instead of something too overpowered. Besides, you can still become different forms even when you're small. It's not like grabbing a cape feather as small mario makes you normal mario

It's weird considering Konami made Castlevania 2 and 3 considerable harder in the NA releases. 3 in particular ruined the pirate character by removing his ability to wall climb and throw knives.
The logic is that big mario is a power on the same tier as the fire flower and cape. It's why in SMW you get a mushroom as your reserve item if you grab a fire flower or cape while you're big mario.
Grant can still scale walls. He's just gone from knife thrower to Stabby McStabberson, Senior.

While the top one makes more sense, it was only added to Mario 3 for regions outside Japan, because we suck at games.

Top makes more sense since it was the last power up you got. Bottom is better for gameplay since Mario is easy af most of the time, but it trivializes the Super Mushroom since it just becomes an aesthetic change with the very mild buff breaking blocks.
I prefer top, just really wish the games had more difficulty options. Bottom is more of a Sonic vibe since rings are useless outside of getting more lives and shields are actual power ups.
