I'm getting this over with. I'm sick and tired of seeing this shitty game in my backlog so I'm gonna finish it at once and I need your help.
I want to go through with it as fast and painless as possible so I need to know what are the meta stats and skills. I'm guessing Energy Weapons/Lockpick/Repair? And the SPECIAL stats to go with them with high perception, high intelligence and high strenght/endurance right?
I'm playing vanilla, no mods for me.

no don't tag lock pick. you only need to be able to get it up to 50 in order to finish every sidequest in the game, and keep in mind that locksmith magazines add 10 temporary points to your skill. you're gonna want to go with Guns/Speech/Sneak.

energy weapons have the highest damage potential but Guns are good enough and very common, if you don't want to spend thousands of caps on ammunition and get through the game quickly, Guns is your best bet.

Rushing to get through the game as quickly as possible defeats most of the reason to play the game. If you plan to just rush the main story and ignore everything else, I wouldn't even bother.
Get a few simple mods to improve graphics and at least get the bugfixing patch. Explore, have fun.

you get way too much weight in vanilla, even with 1 strength there is absolutely no strategy needed when it comes to weight management

Guns are better than energy weapons since they're more varied and common. Energy weapons only really come out ahead later on in the game. You only need 6 perception (better criticals perk), your strength only need to be high enough to properly use weapons (5~ should do) and a high endurance isn't necessary. You essentially just want a high intelligence to maximize your skill point gain and then enough of the other specials to grab the perks you need.

alright off the top of my head this is what i remember:
weapons have a skill requirement and a strength requirement, if you're doing an energy weapons character then you want 5 strength to meet the requirements of most energy weapons (all the best ones)
at level 4 you get access to the educated perk, take it there and then as it gives you more of a bonus the earlier you take it
better criticals is the best damage increasing perk in the game and requires 6 luck and 6 perception (note that if you take the "four eyes" perk your base perception is lowered by one, i.e. if you set your perception to 6 then take four eyes the game will treat your perception as if its actually 5, so keep this in mind)
jury rigging is the best source of money making in the game, its available at level 14 and requires 90 repair, it's also generally useful for maintaining equipment
speech is insanely useful
at the start of the game you can pick traits, if you plan on using energy weapons then you should avoid the "wild wasteland" trait because it locks you out of getting an extremely good energy weapons (you do get another weapon which is pretty powerful but has limited ammo)
the laser rifle with all mods is the best all around energy weapon that you can get early in the game, it's really good with a scope
vigilant recycler (70 science, level 6) is an extremely good perk for energy weapons as it lets you create optimised ammo and lets you recover more drained cells (which you can convert back into real ammo)
with a highish luck gambiling in casinos is extremely biased in your favour so you can make a lot of money from playing blackjack once you get to new vegas

>what are the meta stats and skills If you want to completely and utterly trivialize the game start with 10 Luck, go to casinos and play blackjack after getting to Freeside and New Vegas proper. You get ridiculous amounts of money that lets you buy endgame tier gear and all the cybernetic augments that raise all your SPECIAL stats by one, give extra armor and small HP regen. You need high 9 END to be able to install all the augments though.
INT is a really good stat since it increases the amount of skill points you receive at each level-up by a rather notable amount, meaning you can max all skills earlier than any other build and end up with much higher leveled up in general when and if you hit the level cap. Basically each level-up is more valuable with high INT.
Speech is obviously the go-to skill to get the best reward / outcome out of most quests, though some other skills get used rather often in dialogue as well. While only tangentially related, high CHA stat also makes your companions extremely tanky and dish out massive amount of damage. Combined with Boone, a sniper companion you can recruit rather early and he's not really hidden, you can let him pretty much solo the vanilla game for you.
PER is actually a dump stat apart from a being a requirement for a mere handful dialogue checks and one really good perk, but it isn't necessary to have. There's a mini-companion (that you can have alongside any proper humanoid companion) that grants you the same radar capability high PER would've done, though he's somewhat hidden and requires rather high Repair and / or Science checks, or scrounging up certain trash items.

i'm talking about the fact that it's okay to rush through the game despite the fact that it's an RPG, because that's what the main character would be doing. for example, let's look at option A: live in the most luxurious building for 500 miles in every direction. now let's look at option B: run into a dusty quarry with low visibility and fight a pack of hungry deathclaws so you can get some free stimpaks from a drug dealing construction worker.

the most fun ive had with new vegas was in limiting myself to a specific kind of playstyle and character, picking dialogue options, equipment, quests etc based on what felt right rather than was was the most optimal
new vegas is very well written and has an interesting setting that's worth discussing but it's primarily set up to allow you to role play, not to experience all of the content in the most optimal order in a single playthrough
