From what I can gather from Digital Foundry's videos, this is pretty common. Regular PS4 has games target either 30 or 60 fps, but struggles to keep them consistent in many games. Performance mode on Pro usually gets games to a stable 30/60 fps with few drops. 4k mode on Pro is usually sub 30fps, and worse performance than original model in exchange for the resolution.
