There's a couple of reasons.
Second one was fun but it got bloated with DLC. They needed to have a lot more free stuff and have some bigger DLC stuff with a lot more content.

Yeah, agreed. I'm glad that they tried to do something about it by combining all the DLC into a much cheaper pack. There used to be like 200 dollars worth of DLC but now, it's all 40$ and all future DLC is free. I think OVERKILL might be repairing the mistake they made with PD2 so they can make the same one with Payday 3
1 got this beautiful man on development, 2 doesn't in a long time, simple.

Payday 2 started becoming shit when they added the "comedy" stuff with Safehouse and other recent updates. Payday The Heist used to take itself seriously, what happened?

DLC made things easy, I remember Deathwish was actually a challenge when it first came out
Payday 2 is what happens when you don't have a creative head behind the project that steers it into a focused direction. It's like the thing was updated by a democratic committee.
It's incredibly schizophrenic. It has too much content bloat. The transporter missions for example. They all play out the same, basically just a slightly different environment every time. If you played one of them you essentially played all. Also, stealth is incredibly bad in groups, you are better off going into a private lobby and doing them solo.
They just need to trim the fat, make sure that new missions actually add to the game. Also, don't fucking introduce 5 million different playable characters. Hoxton vs Houston was fine because it had some story reasons and there are missions centered around Hoxton's reintroduction. It would be much better if the cast would stay the original 4-5 characters so they could let them have some more voice lines and banter on each mission.

I enjoyed Payday 2 but it quickly went into a full stealth or nothing route where you had to build full stealth or people would leave and then if you failed you'd have people quit because they'd get swarmed and they built full stealth. I just wanted to be a one man army and slaughter my way out man.
The first one wasn't trying to be an RPG, you can't complete shit without leveling first.

Yeah, it is. Think of Payday: The Heist as a campaign based game where you focus mainly on the heists themselves, kinda like Left 4 Dead.
Payday 2 is more of a grind based game, like.. Well, KF2. I got 1,500 hours.

I don't agree with the sentiment that Payday: The Heist wasn't a little silly. I mean, you strapped a guy in a chair and he was flown up by a balloon being caught by a plane. The objectives were quite silly and are nonsensical out of context. I felt as if that was the point. It's the reason First World Bank was so boring.

Too much emphasis on stats and builds over genuine skill. Shit is just to jarring in a somewhat down to earth game about simply robbing shit.

Difficulty is either super easy or insanely hard
Most of the tracks are shitty dubstep garbage
Now don't get me wrong, I like payday 2. But it's hardly even close to what the first game tried to do
Shotguns deal full damage if a single pellet hits. Further pellets don't deal additional damage. Shotguns can headshot. Shotgun skill tree is least point intensive. The loco shotgun(secondary weapon) deletes every normal on your screen and has almost infinite ammo.
If you feel inclined to use akimbo weapons, don't use anything except the berettas. Every other gun has shit ammo pickup. Actually, don't use akimbo weapons because they take 30 skill points and a fully leveled perk deck(rogue) to use.
Overkill is the "normal" difficulty of this game. Anything that isn't a headshot deals no fucking damage on this difficulty.

The point of the previous poster was obviously not, that this thing exists at all, but that this is used in a heist setting, in which you usually want to avoid being tracked and or discovered.
And using a highly visible balloon and an airplane in controlled airspace, in contrast to bumfuck nowhere in the afghan desert is in fact a bit silly.
