Monika can influence reality within the confines of the DDLC files. TWoH can influence any and every timeline and everyone within them. It can shrug off bullets that can kill every alternate version of someone. It has whatever fucking power it wants. DIO literally rewrites the multiverse with it.

Half the point of act 2 is that she keeps fucking up and can't make a outright route for herself without breaking the game. By the time Yuri commits sudoku and you get stuck at the club for an entire weekend, everything's fucked to the point where she doesn't even care anymore.
