It comes closer than I expected it to (the game isn't as visually impressive as I expected either), but there's constant dips into the low 50s and even the 40s. They're especially noticeable when another car comes into frame.

Nah. It stays consistently between 55 and 60 fps with rare drops to 40.

Last I checked 55 and 40 aren't 60, and the only reason it seems to stay at 60 so much is the player is in first in the out the windshield view which means the game doesn't have to draw any cars.
