There was a great war before the main series. It's implied that they used magic and weapons both fueled by dust. The only difference with Hunters and military is that they exclusively hunt Grimm.

I was talking about how RWBY specifically get their asses served to them every time they fight a named human opponent.

Cold Steel cast became stronger over time and has a lot of influence in their country but they haven't killed anyone so I would go with FF8
