Cry of Fear is pretty good, and it's free.
I've never played Resident Evil 4 and it's on sale for $5. I hear it's not very spooky though.
evil within is 0% spooky. I am slightly exaggerating in that it is in fact 1% spooky. That is because I can precisely remember the two times in the entire game where I was slightly spooked. Not going to spoil in case anyone here wants to actually try it out.
The other times, you're mostly going to be frustrated with the mediocre gameplay and basically mediocre everything. But the weird story, albeit not interesting in and off itself, is going to lure you to the end with its surreal ways of telling a cliche story.
