Would have been nice to see them I'm not gonna lie but the game was sick anyways. They probably didn't make it cause they'd have to design/program what happens when you capture each one and deign/program levels built around that. Shit takes time.
Maybe we'll see them in some DLC or an Odyssey 2.

This seems the most likely. At least the Shy Guy, Boo and Bob Omb are the most common, I guess the ink guy and thwomps too. I've never seen the wizard dude or others in 3D mario games though.
they were all in 3D land/world I think.
honestly the only absence that actually disappointed me a little in Odyssey is Boo, I always like the Boo levels and I was looking forward to becoming a spooky ghost (I know they already did that in galaxy2 but I wanted more).

They have the L is Real statue in the game. Luigi can be unlocked, but it's going to take 20 years.

That's all mostly correct, except for blooper.
Champagne level had an enemy that would've functioned perfectly as blooper,
Blooper have just gone full Diva with all their recent success, and won't settle for being a minor enemy again, even if it is for a game as big as this one.
These guys felt a lot like shyguys.
And Cappy looked a lot like a boo.
Not that I'm saying thats what they are, but it might be that having those guys in the game as well would be seen as redundant.

Ruined Kingdom was a mistake. Perfect place for 2spooky shennanigans and it turns out to be glorified gas station.
