Except in this case it's years later, it has no reason to outsell the shiny new game in a specify time period because people had plenty of time to buy the old game. More importantly this is NOT NORMAL, fucking Dark Souls 3 had a much smaller userbase than DS2 (since the latter was on x360/ps3) and it still outsold it.
Obviously, sales eventually die off for the older one more as sales continue on for the newer one, especially once sales price equal parity. These are also a small selection of games, a few of which had other problems besides having denuvo added. Tomb Raider had a botched Xbone time exclusivity campaign, Hitman had a botched episodic cycle, and Homefront: The Revolution had a much smaller ad campaign than the former. It doesn't hurt to remember sequel sales typically reflect the response to their predecessor more than their own quality. We are also talking about Steam here, where more high profile sequels outselling their previous entry typically come up on console markets where sales have been until recently much less deep.
There are of course exceptions, where a sequel blows past their predecessor right out of the gate for one reason or another. These are rare.
