Well I know PC game sizes get inflated by things like 4k textures, video files, and multiple audio languages. So it might be the same on consoles.

Lazy developers. Only time it's justified is if they're using better textures for 4K but that's usually not the case.
Rage was 'only' 18GB. Vanquish is 18GB, because of the video and audio.

Uncompressed video and audio, it started with MGS4 being 50gb and slowly started to catch on.

Several reasons. I know more about bone than of PS4 but they are nearly the same.
1, Console games from this generation use an unified online interface with unified content access. Every game is pretty much the same in every online store around the world. This means every copy has to have every language for example. Microsoft actually tries to combat these filesizes by introducing a new technology with the Xbox X (every XBO can use this). Basically developers can flag files and let the user install what he wants, but in reality probably not many devs will use it. It will be technically possible for example to only install the single player or multiplayer or just a single language for a game.
2, Yes, deliberately bloated file sizes are a thing because it makes people think bigger is better. Basically AAA games expected to be 50+ gigs.
3, People always forget the only thing that kept file sizes somewhat at bay was the DVD drive of the X360. Now that devs can make their game any size there is no reason to compress things or to strain the already weak machines with additional computation.
