I never understood this. Do they get ridiculous discounts on GPUs? Consumer GPUs are always way WAY more expensive than a comparable CPU that won't bottleneck it but all I ever hear is that consoles have shit CPUs compared to GPUs.
AMD had shit CPU offerings from 2010-2016, so they pretty much had no choice since an Intel SoC would have required a ton of R&D on the GPU side or one of Intel's absolute shit iGPUs and an Nvidia GPU would have been more expensive.
They went for the cheap option and got the cheap performance they were after.
Console gamers don't care about framerate so Sony and MS designed their consoles for 30fps at best. Also AMD didn't have Ryzen ready and going to Bulldozer for the PS4 and Xbox One wouldn't have been a great idea for thermals.
