Presumably there's a degree of innate potential (or increased quantity of individuals with innate potential, rather) gained from East-Asians having a high average IQ. It certainly can't hurt. However, by far the most impactful factor is the culture and infrastructure that comes with it. I understand the emerging popularity of PC Bangs was one of the key reasons for Brood War becoming big in Korea, I'm sure you can find detailed articles about the topic, but no matter how the whole thing started, professional StarCraft became a thing in Korea.
And it really was a professional enterprise rather than being mere friendly competition, with people living in team houses following carefully constructed training regimens while coaches, psychologists and doctors looked after the players and came up with new ways of training, and promising talent being actively scouted for. Moreover, given that players actually earned wages, the innate risk in going pro was decreased (your livelihood not being reliant on consistently placing high in tournaments) and with the kind of sponsorships and lasting fame the most renowned players earned, becoming the best was extra lucrative.
In other words, if the potential to become truly great exists in, say, one in a hundred thousand people, in South Korea, a large portion of those individuals did attempt to go pro, while everywhere else in the world, people with the greatest potential might not even have played competitively, and even if they did become really good, they had neither the training partners or opportunity to start practicing full-time.
basically they do the same shit china does. in a word, they breed elitists driving away a bunch of half-baked players. so they dont have middle tier players. its their traditional thing whether its bad or good
